Elementary Identification Procedures
Identification is an on-going process. Students entering kindergarten and K- 5th grades will be evaluated each school year. Students can also be recommended for consideration in the program upon moving into the corporation or on any non-check-point identification year.
Screening/Eligibility Determination Instruments for Language Arts and Math:
Kindergarten
1st grade
Placement:
Identification may take place in the spring of each school year after all testing data from the current school year is received and analyzed by RCSC certified officials.
Placement determinations will be available at the corporation registration dates in the summer for K-5 students.
Appeals (Due Process) Procedures for Officially Identified Students:
If a student’s parents/guardians wish to appeal the non-selection of their child:

- CogAT Assessment -96th percentile or higher on the verbal or language arts portion of the CogAT assessment
- Running Record - Level M
1st grade
- NWEA Reading Assessment - 98th percentile or higher on the NWEA Reading assessment.
- NWEA Math Assessment - 98th percentile or higher on the NWEA Math assessment.
- Teacher Input Form
- NWEA Reading Assessment - 96th percentile or higher on the NWEA Reading assessment.
- NWEA Math Assessment - 96th percentile or higher on the NWEA Math assessment.

- CogAT Assessment -96th percentile or higher on the verbal or language arts portion of the CogAT assessment
- NWEA Reading Assessment - 96th percentile or higher on the NWEA Reading assessment.

Placement:
- Students will need to qualify with two of the above indicators in one academic area to be considered identified as high ability in that domain.
- Students scoring close to this range in both ability and achievement measures may also be identified by the identification committee.
- Students identified as high ability may be placed in a cluster grouping in a classroom with a high ability teacher and/or serviced through MTSS (Multi-tier System of Supports) time each day.

Appeals (Due Process) Procedures for Officially Identified Students:
If a student’s parents/guardians wish to appeal the non-selection of their child:
- The parents may complete an appeals form and submit it to the principal within 14 days of receiving their placement letter. (The appeals form asks parents for additional information as to why their child should be reconsidered for official identification.)
- The results of all data collected by the school and the parent/guardian will be reviewed by the appeals committee who will make final determination in the identification of the child.
